One User lost internet access

My client has 6 PCs on a workgroup. All except one run Windows Vista Home Premium, the remaining one runs Windows XP Professional.
A new user recently joined the company and has been set up with a limited user account on one of the Vista PCs. Everything was working fine until about 2 weeks ago when she became unable to access the internet or send/receive email. There are no issues with access to the local network, that all works fine and she can access what she needs there.
I have looked at this issue and discovered that if I shut down or restart the computer the little globe icon appears in the task bar to indicate internet access is active, but when I open internet Explorer there is no connection.
I have used the command prompt to release/renew ipconfig and that brings back the internet connection, since to do so you must be an administrator.
However if I log in as a user with an Administrator account on the PC everything works. So I conclude that I am looking for a permissions/security issue but I admit I’m lost. I don’t really see how this could have happened unless it followed a Windows update or something
