Operaiotn Failed in Outlook 2003 when opening files on Public Folders

Good day,

I am getting a Operation Failed when I try to open any attachment on our Public folders. I work in the IT department, and some of us can do this, some not. When I start Outlook in safemode is works. I can also open any file from my inbox.
I can also not save the attachments or drag them to my desktop.

Please advice on what I can try…
