OST sync’s on network, but n/a offline

When off network, any attempt to open OST tells you it must be configured 1st. Created new OST, User Profile & OST – same result. Created my profile – able to use OST. Created 3rd profile for same user still not recognized. Tried mine – NG. Created my 2nd profile – worked fine offline. Any ideas?
