outlook and DNS problems

Heres the situation. I can recieve mail from any source to outlook. but when i send mail out, i get an error. The error is titled ATT00099 and it says Reporting-MTA: dns; and our exchange address. Why cant i send mail out, i can only send to those on the network, but can recieve from any???
