OUtlook offline .pst file

I am using Outlook 2000 in Corp. mode without a exchange server (use POP3) I have the users .pst file located on their home directory on a server. If this is placed on a laptop and the user tries to use Outlook when they are not on the network they can’t open it. Is there a way to cache this or a way they can still open outlook to view there mail?
