Outlook – opening attached messages

When I (and several users) receive an attached message, we can open it, but not more than once. If you want to access that message again, you are forced to close outlook. Upon trying to open the attached message a second time, you get a dialog prompt: “Operation Failed”. Nothing in the event log. What I have tried: removed all add-in restarted tried again, started in safemode, reinstalled outlook None have resolved my issues. I have googled to no end. HELP!!!
