Outlook PST files still on old server

We had MS Post Office on our NT Server and went to Exchange Server 5.5 and some PST files are still being written to while others are not. Why? How do we get them to be on the new server? Also, in Outlook Tools/Services – only Exchange Server andOutlook Address Book are setup.
