Outlook – PST password prompt

I use Personal Folders to store email. I have set a password on the Personal Folders. When I close Outlook with the Personal Folders open, ie the folder is expanded, the next time I open Outlook I am prompted for the password – This is not the problem – I just want to be clear that I know what is going on. After I enter the password the Personal Folders are open and all is well.

The problem exists when I have closed Outlook while the Personal Folders have also been closed. It is my expectation to not have to enter a password until I actually try to access the Personal Folders. However, when I open Outlook in this case, I get a prompt for the Personal Folders password, someimtes several minutes after opening Outlook. After enteringthe password, I still must enter the password again when I try to access the Personal Folders.

I want to enter the password once per session, not twice. Is this reasonable? If I immediately access the Personal Folders when I open Outlook, I only have to enter the password that one time. But if I do not enter the Personal Folders during my session, why must I enter the password at all?
