password bypass?

I was recently given an older company pc by our IT guy who was replacing it with newer pc. When I turned it on, it has a logon box which needs a password and user id. This pc has not been used in a couple of years so last user is long gone and our IT guy doesn’t know how to reset the password. Is there some way to change the password for access without administrator privileges? I’m told the pc has some great software loaded on it and that’s what I’m trying to get at. Help please!
