password protect single tab in custom form in outlook?

I’m creating a custom contacts form in Outlook 2003. I added two text boxes using MultiPage control. Page one named public notes; page two named private notes.
Is there any way to password-protect the second page and not the first? Thus, when tab two is clicked, password dialogue pops up prior to displaying page two contents.
If not, is there any way to have part of a form password protected and part not?
If not, do you have another suggestion for including private notes in a public contact list?
