PDF Links won’t open

I have a user with Adobe Reader 7.0. Whenever she gets an email with a link to a PDF, it flashes open and closed immediately. She can open PDFs on her desktop, and ones that are emailed to her, but not the links. We get a lot of these, so it is important that I get this fixed right away. Any ideas??
