Problem with Adding Disclaimer to Outgoing SMTP Messages

I installed exchange SDK but i couldn’t find …\Exchange SDK\SDK\Support\CDO\Scripts folder. therefore i just copy the smtpreg script from http://msdn2.microsoft.com/en-us/library/ms528023.aspx and save it as smtpreg.vbs and put it in C drive. Also,
I have referred to http://support.microsoft.com/kb/317680 and did exactly the same thing (not even changing the script). The event was registered successfully and I sent to SMTP recipient who was external to my organization to test the event sink. The result was there was no disclaimer added to the end of the message. Do I miss something? Any help would be greatly appreciated.
