Progams in Startup not starting up

Hi folks,
I have a strange one, I have 3 programs listed in the startup menu. They only start intermittently. No matter what I do, I have checked the MSConfig, all looks good, I have ensured that the machine is rebooted each and every time. Anyone have any ideas?
