Programs can’t deal with the Taskbar at the top

I like to keep one of my Taskbars in WinXP at the top of the screen.

Lots of progams can’t figure out they need to move down a bit with with display and the top of their display gets covered up – including the title bar that would let you drag them down into usable range.

Is there any way to make programa act like the know where the taskbar is a behave appropriately?
