pst conversion to Windows mail

How can I convert a pst file from outlook to windows mail without out loading outlook on that computer if I did that there would be no reason to convert I would just use outlook and not convert but I do not have a copy of outlook “Microsoft Home and Student 2007” does not include Outlook
