.pst permissions issue

I recovered a Outlook data file and anan archive(.pst’s)from a unbootable laptop hard drive. I do not know which version of Outlook they were created with. They currently reside on a burned CD. I have attempted to import the main file into my clients Outlook 2003 program on their new laptop running WindowsXP Home. I am getting a message declaring that I do not have the proper permissions to import the file. How can I resolve this issue?
