QA – Minimum Requirements for documentation for QA to start

From a QA testing stand point – what are the minimum requirements for documentation to start Test Planning?

Have a situation where the development team try to finish their development but without documenting what being developed and pass it on to QA with just a one liner (better believe it)!!!

Trying to enforce some formalities so need some assistance.
