Recover PST files in Outlook 2000

I recently backed up contacts, sent items, calendar, etc. in Outlook 2000 (on a Windows 2000 machine NTFS as Administrator). They were saved using “no encryption” and burned onto a CD. When I tried to recover the files onto a fresh install of Windows 2000, the following message appeared “Properties for this information service must be defined prior to use”. After clicking “OK”, the message read “File Access is denied. You do not have permission to access file …”. Is there any way to recover these files?
