Recovering Lost Data

I have a 1TB external HD that I backed information to. I recently used it and all the data was gone and I am prompted if I want to format the HD.I want to know if I format the HD, can I use Recovery software to restore the lost data? I would consider sending it out but I have been quoted $1500 just to look at it issue.
