Ridiculous job postings

I have seen similar postings to this one:

Position : IT Technician
Qualifications:Degree in IT and/or pertinent experience. Programming experience in PHP, SQL database and Network Administration Knowledge. Ideally, some experience in Objective Oriented Programming. Salary to be discussed.

According to the description, the position advertised should be Web Programmer. No?

At my work, Network Administrator and Analyst are classified as First Class Technicians. Their salary is just a bit higher than an Technician.

It looks like employer are trying to get educated and knowledgeable employees for cheap. Tell me if I am wrong.
