Rounding values

Hello Everyone,
Does anyone know how to format the number 15,898,563.69 to 15.9 million. The ROUND function doesn’t work for me or at least what I’m doing is incorrect. Also, how can I sum values and nest a round function so my totals can come out to one decimal point.
