RS232 interface to Cell phone

I have a need to be able to connect a controller to a cell phone and have it dial a 800 number and report alarms. I used to be able to with an analog phone and an interface. Now I need to do it with a digital cell phone. The baud rate out of the controller is 2400 or 1200.
