SaaS Royalties

Since most developers may not be the SaaS provider, it would be quite easy to collect a “royalty” for a developer(s) as a portion of the per-use service charge. For example, I get a royalty as a percentage of the retail price for a book that I wrote. Do you think SaaS should work in the same or similar way?
