Send a command to an iSeries from a web page

I want to run a web page that will have a few “Go” buttons, one per line. The commands would be iSeries commands with one parameter to pass, and the result would come back as a web page.
For instance, the Help Desk would run the main page and click on the “Go” button for the Display User Profile after entering the user profile, and the iSeries would comae back with a few specifics on that profile (Disabled or not).

What is the cheapest way (cost $0.00) to do something like this? Would I need Net.Data for instance?
