Share outlook98 pst files between users?

I have a pst file in a shared folder on the net. There are 2 users logged in user1 and user2. When user1 opens the pst in outlook, user2 cannot view the same pst in his outlook on a separate PC at the same time until user1 closes outlook. The pst is not the delivery point in either profile. Can the pst file be shared?
