Strange thing with IE

Ok, hello all out there…
newbie here.

I need some help solving a problem i have, User has IE6, when he opens it there is a banner displayed across the bottom of the page with Company logo on left and padlock on right handside – it wont go away. Close IE, the banner stays put. Open word/excel the banner is shown. I installed Ie7 – worked ok for 30 mins and now back to showing this banner. in task manager – there are 2 iexplore processes, if I kill both the banner goes away.

any ideas?
