Transfer Rate PC

I have problem when i was ran my pc.
Problem is my pc always drop transfer rate.
I have manual solution with change device with pio. But this problem always happen and i can’t change manually if many PC transfer rate drop?
Please give me software to make my PC stabil with transfer rate?
