tv circuit programing

i m trying to find out what kind of ppl creates the menu used in TV, for brightness and contranst….and more….

i have a toy idea that would be really cool but i don;t know if it’s possible, i would like to ask someone who knows but i just don’t know anybody that would know the answer.
