Unkown Password for .PST file

I have a user running Outlook 2002 on a 2000 platform and she has created a .PST file password protected and now doesn’t know what it is. After researching this issue I have found that their are one of two ways to retrieve the password of an unkown protected .PST file. One, use password cracking tools or there is an unkown Microsoft untility called, PSTUPG19. I was wondering if anyone has further suggestions on this issue or if anyone may have PSTUPG19 that I could get from them. Any assistance would be greatly appreciated.
