Use of latest Skype Handphone…

Can somebody…ANYBODY… PLEASE..PLEASE help me with some information PLEASE regarding the new hand held skype phone..

My Question :

a. Will the new / latest Skype hand-phone
work if I were to use it whilst in Malaysia?

b. Will the same Skype hand-phone work in Russia – in particular Republic of Tartasan?

c. Will I be able to communicate with someone from Russia in particular (a person who has the latest Skype hand-phone)- Republic of Tartasan when I make a call from Malaysia using the latest Skype hand-phone??.

d. Will I be able to see (live images) the person in Russia if the person I am speaking to in Russia and I are using the latest Skype hand phone to communicate with one another??
