User account without User folders

I’ve got a workstation where the user logs in as herself and has access to files and the network, but there is no set of folders with her log in name under Documents and Settings. This seems to be messing with her ability to customize her stand-alone installation of AutoCAD. First, how could this happen? Second, how do I fix it?
