W2K vs. W98 vs. XP Migration Costs

I would like to know if anyone has a matrix identifying the costs involved in migrating from 98 to either W2K Professional or XP Professional. Microsoft has a spreadsheet but I am looking for something a little less biased and one I can use for a cost benefit analysis.
