Web Hosting

I want to know how to run an apache server on a win xp system using dialup isdn connection. is it possible to host a domain i’ve paid for with this kind of system? i know apache is better than iis so my preference is for apache, however, if u know any other webserver that works well with dynamic ip addressing please let me know. thanks everyone for answers.
