What size justifies hosting email in house?

Sorry if this is a well documented topic but i didn’t even really know how to phrase this for a search.. (also a long post)

Right now we have less than 15 employees with less than 40 e-mail accounts spread over 2 domain names.. Everyone has an address for domainA and B, and domainB gets forwarded to domainA which everyone has on their local mail clients.

We use gmail corporate to host, w/ premium service for domainA and basic for B

With the exception of probably 4 boxes, everyone uses a mac. We have a 1 baby mac server which runs OSX Server, but if it’s justified we will buy another.

I got thrown into the mac world when I was hired about a month ago…

We are extremely unhappy with google corporate as the outgoing mail server is down more often than not, and all they can tell us (when we pay for premium support) is that it will be fixed shortly.. The web interface is usually working but everyone wants their own local client… imap not pop.

We are currently on terrible DSL but will be moving to a high bandwidth fiber line in the next week or so.

My question is, w/ our situation, is it worth the time and money to host our own email, or are there other solutions out there which can ACTUALLY deliver the 99.9% uptime google is clearly lying about.. And if it’s justified, how much time (obviously a rough estimate) am i looking at?
