What’s an "Unanswered" question?

When I scan down the questions in the “Unanswered” tab, I see questions with many answers – right now there’s one with 15 posts and another with 36 posts.

So what does the “Unanswered” tab do? It sounded like a great idea, but what I see is confusing.
