Which Program?

I am looking to create a project but I’m not sure which program I need.

Basically I want to create a table, but I want to have prompts which flash up when the user clicks in a cell. These prompts will ask the user to chose/type an option. The value they chose/type will then be input into table.

Does anyone know which program I will need for this? Thanks
