Why is my GPO still Attached after I deleted it?

It has been a month since this started, I have even moved a user to a new gpo with no policy’s, and deleted the OU that the user came from, still to no avail.

Somehow this has affected the domain administrator account, because i have policy’s applied that is set for users, not admin’s. I am going to have to create another DC because of this.:confused::confused::confused::confused::confused: Any help would be greatly appreciated.
