Wich issue i should handle?

Hi, i work in an IT Strategy unit n a mid-sized company.
we have many issues and problems that need to be solved, which is something normal as any other work place.
now lets assume I’m categorizing the issues into two categories, issues that their resolve are not apparent to or recognized by the other business units. and issues if they are resolved it will make the IT department shine & appears as savors of the days.
my question is which one i should pick? can be handling the 1st category considered as a waste of time and resource?
