Win98 and I.E Linking

Whenever I am in I.E and go to click on a link it try?s to open the next page but it can’t link up. What I have to do is, click stop, then the address goes to the address bar, then I can hit the enter key and get what I was trying to link to in the first place. Is there anything that I can do on my end?
I have looked in the preference area but didn’t find anything wrong and I have reloaded I.E.6 again, plus all the windows updates. Now What?
