windows 2003 Group Policy

I have peculiar problem.

in 2003 Domain GP policy gets implemented when the user is member of Domain admins other wise it does not get implemented.

another scenario where user in other OU where there is no group policy even then it gets implemented only if the user is in group domain admins.

i have checked top level ‘default domain policy’ there is nothing such thing

This is domain is being loaded by my juniors but i am not able find where they have done these settings that only one policy is getting implemented when we add user ‘Domain Admins’ group.

Please help.

Note: Domain snapshot was restored as it did crashed . But snapshot domain was working fine when i checked it.
