Windows Installer

When attempting to install Microsoft Project or Office on one system the follow error pops up:

“Installing this product requires the WIndows installer. An error occurred when installing or upgrading the WIndows installer.”

We have tried to ‘reregistar’ the installer as per a suggestion on Microsoft’s TechNet site, but that does not solve the problem.
Suggestions?
