winexit.scr for Windows XP

How to apply winexit.scr for all users on a Windows XP desktop used by multiple regular users? I did so far in GPEDIT.MSC and registry editing under default user but didnot work the way I expected. I looked at windows 2003 Resource Tool Kit but I didn’t find for to make it as default screensaver for all users. Any suggestions greatly appreciated. Is anyone use the Acitve-Exit third party software?
