We have a Windows 2000 Terminal Services Server (SP4) which I have recently installed a 16 bit application to. This app works fine with no problems logged in under a system admin account, but if a user tries to execute it they get a message similar to the one below:

C:\DOCUME~1\lclhur\LOCALS~1\Temp\5. A temporary file needed for initialization could not be created or could not be written to. Make sure that the directory path exists, and disc space is available. Choose ‘Close’ to terminate the application.
The program resides on the C: drive. I have given the user full access to this folder and also temp folders on the root and winnt folders. If i give them admin rights the application works with no problems.
If i try and run wowexec.exe or command.com i am presented with the exact same error message.
I’ve also tried using the Application Security tool (Appsec) to enable 16 bit applications but it doesn’t seem to make any difference at all.
I’m sure this isn’t a program permissions error but more a dos virtual machine security problem. I have been quite unsuccessful searching for any resolutions so any ideas at all are welcomed.
