169 ip address on window vista

one of my clients system on vista connected to wireless netgear router and intern connected to comcast modem
when i do ipconfig /all
generates 169 ipddress i have tried releasing renewing (doesnt work ) power cycled router and modem ,rebooted machine did netsh winsock reset , still the same .
but i connected directly visat to modem able to cvonnect to internet (192 ipaddress ) .

can anyone explain me the reason and also the fix
