2000 print operators

I have been trying to give some users the abilty to delete print jobs that other users submit to the printers but to manage the printers themselves, such as change drivers, share name and things like that. So far if I give them access to print they get the ability to change owner and permissions, i think. i just want them to be able top delete print jobs on the printer, well also to print, but not change any of the attributes of that printer.
