2003 server username\windows directory

I have an unusual question. I have a 2003 Enterprise server that has c:\documents and settings\username\windows directories. I dont recall if it was upgraded from 2000 or not.

My question is after I install Windows 2003 server on a new HP Proliant DLG5 server, I do NOT end up with a windows directory after c:\documents and settings\username.

This is causing me some issues with a 3rd party software application. I needs that “windows” directory within docs and settings\username.

Does Windows 2003 server not create? Does Windows 2003 Enterprise create?

Please help. I cant seem to find anything on the web.
