2950 can ping but workstations cannot

I have a 2950 that is connected to a 3508 fiber switch. when I connect to the 2950 via console port, I am able to ping my entire network. But when I get on a work station connected to that switch, no thing.

I can also ping the switch from a WS connected to another swtich. non of the WS can get out of the switch.

I am trunking dot1q. all vlans are able to be trunked.
