3G services

I am an B.TECH student and now doing research on the spectrum management i hope i will be able to get quick response.
Q:india lack in telecom as they are still away from the launch of 3G services , now the problem is that what frequency band should be used for allocation, what should be the allocation criteria & pricing technique.compare other countries like USA, europe, China(still to use 3G).and also their is a competition between two major players CDMA & GSM.
as per now they are suferring the non availability of the spectrum becoz most of it is under defence.
