A new server room foreplan

Our company will construct a new factory in China. Now I am helping for preparation work on what condition we need for planning a new server room. It will be located in a contructing building. I have to provide the requirement and what we need before building this server room. e.g. concrete wall, individual air condition, cable layout, etc
Anyone able to provide me some idea.
