A router with 16 port SPFs is same as a router with 16 port 1000Base-T?

I am searching for a router with the following features:

16ports (or more) supporting cat 6 1000Base-T
1 port (or more) supporting fiber

but such router seems rather impossible to find, I need it for my thesis
